A strong sentiment for the homeland surges across the land of Guangdong; the ties of overseas Chinese run deep, and their hearts converge toward the motherland. From the stirring patriotism on display in the "Boundless Unity, One Heart" Special Exhibition, to the warm gatherings across mountains and seas at the Mid-Autumn Festival Banquet for Overseas Chinese; from the innovative vitality unleashed at the Artificial Intelligence Innovation and Entrepreneurship Competition, to the cultural resonance nurtured in the Root-Seeking Camp for Overseas Chinese Youth—over the past five years, the Guangdong Provincial Federation of Returned Overseas Chinese has consistently taken General Secretary Xi Jinping’s important instructions on overseas Chinese affairs as its fundamental guideline. It has closely focused on implementing the Provincial Party Committee’s "1310" specific deployment, and advanced work in four key areas, which are uniting overseas Chinese through economic initiatives, attracting overseas Chinese via cultural engagement, connecting overseas Chinese through platform building, and benefiting overseas Chinese with policy support. By strengthening the connection between tens of millions of overseas Chinese and the development of their homeland, the Federation has delivered a Guangdong example of unity and collective progress in overseas Chinese affairs in the new era.
Uniting Overseas Chinese Through Economic Initiatives: Empowering High-Quality Development with"Overseas Chinese Innovation and Entrepreneurship in Guangdong" Initiative
Centered on major strategies such as the development of the Guangdong-Hong Kong-Macao Greater Bay Area and the High-Quality Development Project for Hundreds of Counties, Thousands of Towns and Ten Thousands of Villages (hereinafter referred to as the "Hundred-Thousand-Ten-Thousand Project"), the Guangdong Provincial Federation of Returned Overseas Chinese has taken "Overseas Chinese Innovation and Entrepreneurship in Guangdong" initiative as a key driver, built multi-tiered platforms, and deeply promoted the deep integration of overseas Chinese capital and expertise into Guangdong's overall development.
Fostering Innovation and Collaboration Platforms. Guangdong Provincial Federation of Returned Overseas Chinese established the "Guangdong Overseas Chinese Innovation and Entrepreneurship Alliance", bringing together nine academicians from the Chinese Academy of Sciences, the Chinese Academy of Engineering and overseas academies, as well as nearly 100 high-caliber overseas Chinese talents, including recipients of the "Overseas Chinese Contribution Award", emerging overseas Chinese innovative and entrepreneurial talents, renowned overseas Chinese entrepreneurs, directors of industrial parks, and heads of venture capital funds. In collaboration with local authorities, the Federation has jointly built over 70 "Guangdong Overseas Chinese Innovation Bases" across the province, fostering a hub for the agglomeration of overseas Chinese talents. For two consecutive years, the Federation has hosted the Guangdong International Overseas Chinese Innovation and Entrepreneurship Competition and the Guangdong Overseas Chinese Community High-End Project Investment & Financing Matching Session, attracting more than 1300 project teams from over 30 countries and regions. A total of more than 880 overseas Chinese sci-tech innovation projects were gathered, drawing attention from over 50 venture capital institutions, with a total financing scale exceeding 1.5 billion yuan.
Promoting the Implementation of Economic and Trade Cooperation. The Federation successfully hosted the China Overseas Chinese Entrepreneurs Investment Conference (Guangdong), co-sponsored by the Guangdong Provincial Government and the All-China Federation of Returned Overseas Chinese. It facilitated the "Five Overseas Chinese Departments Joint Work Mechanism" to hold economic and trade events such as "the Overseas Chinese Investment and Entrepreneurship Summit" and "Overseas Chinese Merchants Tour of Guangdong".Through these efforts, nearly 10,000 overseas Chinese compatriots and businesspeople were invited to visit Guangdong, encouraging overseas Chinese investment to take root and grow in the province. It thoroughly carried out the "Overseas Chinese Assisting Thousands of Enterprises and Products Going Global" initiative, which led to the signing of investment and procurement projects worth more than three billion yuan. It launched the "Overseas Chinese Entrepreneurs Global Tour", supporting the Overseas Chinese Trade Fair to hold fourteen overseas exhibitions, serving more than 7,000 domestic and foreign enterprises, with the total intended procurement volume exceeding four billion US dollars.
Boosting Coordinated Regional Development The Federation implemented the "Overseas Chinese Village Revitalization" project, guiding overseas Chinese enterprises, capital and expertise to flow into eastern, western and northern Guangdong. These efforts contributed to the"Hundred-Thousand-Ten Thousand Project"and the "Green and Beautiful Guangdong Ecological Construction", injecting strength from the overseas Chinese community into coordinated regional development.
Attracting Overseas Chinese via Cultural Engagement: Fostering Patriotic Sentiment with the"Charm of Guangdong"
Chinese culture is the root that connects overseas Chinese to their homeland and a key bond that brings them together. With the "Charm of Guangdong" as a platform, Guangdong Provincial Federation of Returned Overseas Chinese has built a "bridge of hearts" connecting people at home and abroad, enabling affection for China to be passed down from generation to generation through cultural engagement.
Strengthening Communication Platforms. It consolidated the four major platforms of "overseas Chinese periodicals, websites, WeChat official accounts and video channels", publishing nearly 30,000 articles in total. It launched the WeChat Video Channel "Guangdong Provincial Federation Of Returned Overseas Chinese", publishing more than 2,000 short videos with total views exceeding one million, and organized short video contests. Huaxia, a magazine supervised and sponsored by the Federation, has been twice awarded the title of "Guangdong Excellent Periodical". Carrying the warmth of a "collective family letter", it connects the emotional ties of tens of millions of overseas Chinese. An external communication network of "mainstream media, overseas Chinese community media, Chinese-language media" has been established. The Federation has forged cooperative partnerships with "Guangdong Today", and launched and operated new media accounts on platforms including Xiaohongshu, Douyin and Jinri Toutiao. By leveraging Chinese-language media, the Federation’s overseas working network and core personnel, and adopting cross-cultural media and localized narratives, it acts as a bridge to effectively spread Guangdong’s voice and showcase Guangdong’s image to the world.
Deepening Cultural Exchanges and Dissemination. The "Overseas Chinese-Language Media Guangdong Interview Tour" invited 30 overseas Chinese-language media outlets from 20 countries and regions to visit Guangdong, generating more than 1,000 reports with over 10 million views, spreading Guangdong’s development achievements globally. Over 2,500 highly popular cultural activities, including Chinese Cultural Art Festival and Cultural Carnival, were held, drawing tens of millions of online and offline participants and viewers, allowing them to experience a profound sense of belonging. To commemorate the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, the Federation, alongside the China Overseas Chinese History Museum, co-hosted the "Boundless Unity, One Heart" Special Exhibition. Through the joint efforts of federations at six levels, the exhibition toured 102 times across 21 prefecture-level cities across the province, attracting over 500,000 visitors to deeply feel the patriotic resonance of history. The "Guangdong Culture Overseas Tour" was launched, bringing traditional cultural programs such as Yingge Dance and Wing Chun abroad. Cultural supplies including dragon dance and lion dance props as well as dragon boat models were donated to overseas Chinese associations, cultural institutions and Chinese schools, making Lingnan culture a "cultural bridge" for overseas Chinese integrating into local societies. The "Symposium on Qiaopi Culture and Overseas Chinese Spirit" was held, revitalizing Qiaopi—a "Memory of the World" heritage — in the new era, and guiding overseas Chinese to draw the spiritual strength of patriotism from the stories of their predecessors.
Fostering Identity Among New Generations of Chinese Descent. A total of 76 sessions of the "Root-Seeking Tour of China" summer/winter camps and 60 sessions of the "Family Affection China • Stories for You" online camps were held. Nearly 23,000 overseas Chinese teenagers from more than 30 countries and regions traced their roots and sought their origins through these educational programs. The Federation mobilized hundreds of thousands of overseas Chinese students to participate in the World Chinese Students Essay Competition, with nearly 5,000 excellent essays winning awards, transforming the written word into a bond connecting the new generation with their hometown. Innovative media tools such as the "Teochew Dialect, Let You Know" APP were launched, helping the new generation of overseas Chinese descent experience their hometown culture through dialect learning, allowing patriotism to take root and grow imperceptibly.
Consolidating Cultural Bases for Overseas Chinese Communities. The number of "China Overseas Chinese International Cultural Exchange Bases" across the province increased to 39, and provincial and municipal cultural exchange bases rose to 62, receiving over 1 million visits from overseas Chinese communities. An Experience Exchange Meeting was held to optimize the roles and service efficiency of these bases, forging them into "spiritual homes" for compatriots to trace their ancestry and engage in cultural exchanges.
Connecting Overseas Chinese Through Platforms: Building Communication Bridges with the "Heartfelt Ties to Guangdong" Program
No matter how far they travel, the Federation remains a "solid backing" (home) for overseas Chinese. With "Heartfelt Ties to Guangdong" Program as a bond, the Federation has built a global liaison network through strategies of "inviting them in and going global", painting a unified portrait of solidarity among overseas Chinese worldwide.
Expanding the Global Liaison Network. Fulfilling its responsibility of fostering friendship with overseas Chinese organizations, the Federation has appointed 506 overseas advisors and committee members. Comprising community leaders, prominent overseas Chinese entrepreneurs and distinguished professionals familiar with local overseas Chinese situation and social conditions, they serve as crucial bridges linking the Federation with overseas Chinese. A liaison system covering 3,007 key overseas Chinese organizations across 166 countries and regions has been established, ensuring that every overseas Chinese feels a strong sense of belonging and the warmth of their "home". To cultivate young leaders, the Federation has hosted the "Overseas Friendship Seminar" and "Overseas Chinese Youth Seminar", planting the seeds of patriotism in the younger generation and strengthening the new force for unity.
Activating Major Overseas Chinese Events. The Federation actively supports, guides and assists landmark events that embody the blood ties of overseas Chinese, including the World Cantonese People’s Conference, International Teochew Federation Annual Conference, World Teochew Entrepreneurs Conference, World Hakka Entrepreneurs Conference, World Hakka Youth Conference and World Jiangmen Youth Conference. These events facilitate multi-tiered exchanges and cooperation among overseas Chinese communities, focus on nurturing young overseas Chinese and new generations of Chinese descent, and strengthen the emotional bonds between overseas Chinese and their hometown.
Benefiting Overseas Chinese with Policy Support: Extending Warmth and Care under the "Overseas Chinese Care for Guangdong" Program
Focusing on the "pressing difficulties of high concern" of overseas Chinese, the Federation has relied on the "Overseas Chinese Care for Guangdong" brand to provide targeted services for overseas Chinese in areas including livelihood support, legal rights protection and public welfare charity, extending warmth and care.
Carrying Out Warmth-Delivering and Support Activities for Overseas Chinese. Deepening the "Delivering Practical Services to the People" campaign, the Federation jointly with the Finance Department of Guangdong Province, issued the Implementation Rules for the Management of Funds for Overseas Chinese Affairs, allocating over 100 million yuan in support funds. It organized activities such as the "Spring Festival Warmth Campaign", "Skill Training for Needy Returned Overseas Chinese and Their Family Members" and "Free Medical Clinics in Communities by Overseas Chinese Medical Teams", benefiting more than 100,000 individuals. From material assistance to skill enhancement, from health care to livelihood support, concrete actions have warmed the hearts of overseas Chinese.
Deepening Cooperation in Law-Based Protection of Overseas Chinese Rights. Pioneering nationwide, the Federation collaborated with public security, procuratorial, judicial, and administrative organs to establish an alternative dispute resolution mechanism for overseas Chinese affairs, constructing a comprehensive framework for legally protecting their rights and interests. It guided and promoted municipal federations of returned overseas Chinese to build online service platforms like "One-Call Response for Serving Overseas Chinese", "United Overseas Chinese • Service Zone for Overseas Chinese" and "Xiaoqiao Service Handling Platform". It integrated online services, remote mediation, notarization and arbitration, creating a new service paradigm of "domestic + overseas" and "online + offline" for overseas Chinese. For five consecutive years, it held seven sessions of "Legal Salons" to provide legal advice and public legal education. Leveraging expert legal teams, it promoted rights protection for overseas Chinese in various cities, helping them recover economic losses exceeding 300 million yuan. It supported Shenzhen in hosting the Chinese-language Lawyers Conference for three consecutive years, attracting over 400 Chinese-language lawyers from over 40 countries and regions. 31 entities, including Chinese-language lawyer organizations across five continents, jointly established the Global Network of Chinese-language Lawyers Cooperation, enabling overseas Chinese compatriots to gain access to professional legal support abroad.
Expanding Channels for Overseas Chinese-Related Philanthropy. Relying on platforms such as the Guangdong Overseas Chinese Charity Foundation, the Federation has established special project funds including the "Compassion Fund", "Tianyi Fund", "Jinyu Wenxi Public Welfare Fund" and "Rural Revitalization Public Welfare Fund", and supported public welfare and charitable causes such as rural revitalization, science and technology education, medical and health care, and poverty alleviation and relief. It has carried out activities including the "Overseas Chinese Merchants Joint Charity Auction", "Let Love Be Heard" and "Scholarship and Teaching Award Programs", with the accumulated donations of overseas Chinese across the province exceeding 3 billion yuan. The philanthropic deeds of overseas Chinese have not only improved the people’s wellbeing of the hometowns, but also transformed "Overseas Chinese Care" into a profound emotional bond connecting home and abroad.
The melody of our heritage lingers on, and the voice of overseas Chinese endures forever; a new journey has commenced, and a magnificent chapter awaits. The Guangdong Provincial Federation of Returned Overseas Chinese will thoroughly study, publicize and implement the guiding principles of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, and earnestly execute the decisions and arrangements of the CPC Central Committee as well as the work requirements of the Provincial Party Committee. Supported by its four major brands——from the innovation engine ignited by "Overseas Chinese Innovation and Entrepreneurship in Guangdong", to the cultural bond woven by "Charm of Guangdong"; from the global network built by "Heartfelt Ties to Guangdong" program, to the livelihood warmth delivered by "Overseas Chinese Care for Guangdong" program, it will continue to unite the hearts, pool the wisdom and leverage the strength of overseas Chinese. In Guangdong’s practice of Chinese modernization, the Federation is poised to compose a brand-new chapter in overseas Chinese affairs in the new era.
