樊功生英译
第二章
天下皆知美之为美,恶已;皆知善,斯不善矣。
有无之相生也,难易之相成也,长短之相刑也,高下之相盈也,音声之相和也,先后之相随,恒也。
是以圣人居无为之事,行不言之教,万物作而弗始也,为而弗志也,成功而弗居也。
夫唯弗居,是以弗去。
Chapter 2
Evidently, beauty is recognized because ugliness exists; and kindness is recognized because unkindness exists.
There exist relative and complimentary relations such as, having and having not, hard and easy, long and short, high and low, chorus and solo, being ahead and behind, all these are constantly in existence.
Thus sages let everything run on its own course, educate without lecturing, and all living things prosper without his order, tasks are accomplished without his will, and he never takes credit upon succeeding.
As a result, there's nothing he could possibly lose.

第三章
不上贤,使民不争;不贵难得之货,使民不为盗;不见可欲,使民不乱。
是以圣人之治也,虚其心,实其腹,弱其志,强其骨,恒使民无知、无欲也。
使夫知不敢、弗为而已,则无不治矣。

Chapter 3
Do not elevate men of endowments, so people won't envy;do not inflate value of goods, so people won't steal. There would be no desire if nothing is seen, hence no chaos among common folks.
A wise man rules as follows: empty thoughts, fill up stomachs, weaken will powers, strengthen body and bones, constantly keep the people from thinking and yearning.
Consequently, even those thoughtful men won't dare to cause troubles. In this way, everything helps itself when the ruler does nothing.
