作者简介：

王红旗，博士，现任华南农业大学水利与土木工程学院教授。广东省防总、广州市、深圳市防指专家组成员。曾在广东省水利厅、东江、韩江、北江流域管理局等多个部门任过职，曾先后任广东省水政监察局东江分局局长，飞来峡水利枢纽管理处副主任，省三防办副主任等职。曾参与了超强台风 “威马逊”、强台风“海鸥”、强台风“彩虹”和多次重大应急抢险工作，熟悉防洪抢险预案的编制与演练和山洪灾害防治、城市洪水风险图编制等工作，具有丰富的水利实践和三防应急处置经验。

Among the wild mountains, raving water is hard to rid

Our predecessors making painstaking efforts, the high dam creates a placid lake, Huanglongdai reservoir

Green mountains reflected in the locked river 

The yellow dragon dances, lighting millions of lights

Passion makes us sail far, our efforts fruitful

Build irrigation works, get rid of water defect

Rivers calm, people wealthy, our nation powerful

Day or night in winter or summer, we pay tribute to you for your protection

In the new era, we'll show a new picture 

Of prioritizing ecological conservation and boosting green development

We should strive for this aim, continuing to write the new chapter
